| Louis Calcagno |
| 2nd District Supervisor, Monterey County |
Louis R. Calcagno has lived in Moss Landing since birth. He is a self-employed dairyman and farmer in North Monterey County following a seventy-five-year tradition of his family. He attended local schools in Monterey County and majored in Dairy Husbandry and Manufacturing at Cal-Poly San Luis Obispo. He is married and the father of two children.
He was a State and National dairy leader, whose past service includes Chairman of the California Milk Advisory Board; Chairman of the National Dairy Promotion and Research Board; and is past Chairman of the California Co-Operative Creamery which has over 450 members.
He was an eighteen-year member of the Monterey County Planning Commission before his election as Supervisor of the 3rd District of Monterey County in 1999. As an appointee of the governor, he served on the California Coastal Commission and became the Chairman. Lou has been recently re-elected to the seat of the Supervisor of Monterey Countyıs 2nd District for a second term. He was a Charter member of the Monterey County Agriculture & Land Conservancy as well as the Elkhorn Slough Estuary and Sanctuary Foundation. The Foundation recently awarded him its highest honor, the Heritage Award for his long-standing efforts to protect and conserve the Slough and its environs. |

| Gloria De La Rosa |
| Mayor Pro Tem, City of Salinas |
Gloria De La Rosa, a licensed vocational nurse, was elected as a Salinas District 4 Councilmember in November 2000. In November 2006 she was appointed as Mayor Pro Tem. Ms. De La Rosa is founder of the Salinas anti-violence group "Neighbors United."
She joined the MRWPCA Board because she has a strong interest in water. "After all, nothing can live without it," she says. "And, I want to protect the blessing we have of living in the beautiful Salinas Valley." |

| Ramiro Cortez |
| Boronda County Sanitation District |
| Ramiro Cortez joined the MRWPCA Board of Directors in 1987. He was President of the Board of Directors of the Boronda County Sanitation District for five years prior to its sale to California-American Water Company. Ramiro has recently retired as production manager at RTI in Monterey, a company that packages fertilizer for reforestation in Northern California, Canada and other areas. |

| Ron Stefani |
| Board President, Castroville Community Services District |
Ron Stefani joined the Agency Board of Directors in January 2008. He is Board President, Castroville Community Services District. A lifelong resident of Castroville, Ron is married with four children. He has worked for the North County Fire District since 1970, currently serving as Division Chief. "I am very familiar with the public safety needs of the community and the importance of providing a safe, plentiful, and cost-effective water supply," Ron says.
He holds an Associate of Arts degree from Hartnell College as well as many public safety certifications. Ron also has served on the Board of Directors, North County Recreation and Park District; as Chairman, Monterey County Redevelopment Citizens Advisory Committee; Co-Chairman, Castroville Coalition; and member, Artichoke Festival Board of Directors. |

| Dennis G. Allion |
| Council Member, City of Del Rey Oaks |
Dennis G. Allion is a retired US Navy Supply Corps Commander. He and his wife Theresa have lived in Del Rey Oaks since 1993. Mr. Allion held executive positions at the Naval Postgraduate School in Monterey, California, from 1995 to 2000.
From 2000 to 2002, he was the Business Manager for MeduNet, a Saudi Arabian company providing Internet, hospital information systems, and telemedicine services to hospitals in Saudi Arabia. From 2002 to 2008, he was employed as a Senior Program Manager at CTB/McGraw-Hill LLC in Monterey, California.
Mr. Allion served on the City of Del Rey Oaks Planning Commission for five years and was elected to the Del Rey Oaks City Council in November 2006. He is a member of the Institute of Management Accountants (IMA) and is a Certified Management Accountant (CMA). |

| Elizabeth "Libby" Downey |
| Councilmember, City of Monterey |
| Libby Downey joined the Board in February 2009. Born in High Point, North Carolina, she graduated with a Bachelor of Science Degree in Nursing from the University of North Carolina, Chapel Hill. In addition to serving on the Monterey City Council, Libby also serves as the city's representative to the Association of Monterey Bay Area Governments (and as AMBAG's representative to the Monterey Bay National Marine Sanctuary), Monterey-Salinas Transit, New Monterey Business Association and Monterey Regional Waste Management District. She also works as a Public Health Nurse with the Monterey County Health Department. |

| Mayor, City of Pacific Grove |
Carmelita Garcia has lived on the
Monterey Peninsula all her life.Born in Carmel,
California, she attended local
schools, graduating from Pacific
Grove High School,
where she has resided for over 20 years.She specializes in paralegal services.
After eleven years of serving on
various boards, commissions and standing committees for the City of Pacific Grove Ms. Garcia
was elected to the Pacific Grove City Council in November 2008.On September 16, 2009 she was appointed Mayor.
Ms. Garcia serves as Vice Chair of the Monterey County
Commission on Disabilities, as the Citys Representative on the Association of
Monterey Bay Area Governments (AMBAG), Second Vice President for the Monterey
Bay Division of the League of California Cities, Policy Advisory Committee for
the Monterey Peninsula Water Management District, Transportation Agency
Monterey County
(TAMC alternate), Monterey County Airport Land Use Commission, and Monterey Bay
Unified Air Pollution Control District.Ms. Garcia has been a member of the MRWPCA Board since October 2009.
Married for 13 years, a blended family makes Ms. Garcia
the proud grandmother of five, ages ranging from 4-15 years.She spends all her spare time shopping and
playing with the grandkids. |

| David K. Pendergrass |
| Mayor, City of Sand City |
David Pendergrass has been involved in local and regional government since 1978, serving as Mayor of Sand City for 28 years. He retired from the U.S. Army, Training Division, DPTM/TSC, Fort Ord after 30 years of service and has been a member of the Fort Ord Reuse Authority since its founding.
Mr. Pendergrass is the Mayors' Select Committee appointee for the Monterey Peninsula Water Management District and has served on that Board for 16+ years. He serves on the Association of Monterey Bay Area Governments Board (28 years) and is President of AMBAG's Regional Analysis Planning Services (RAPS). Mr. Pendergrass also serves on the Boards of Seaside County Sanitation District (SCSD); Monterey Regional Waste Management District (MRWMD); and newly formed Seaside Basin Water Master Board.
Mr. Pendergrass has been a member of the MRWPCA Board for 28 years, serving 4 years as Chairman and 3 years as Vice Chair. He is a strong supporter for the use of recycled water and the purified replenishment projects. During his tenure on the Board, he witnessed the dedication of the RTP and Reclamation Plant.
Mr. Pendergrass is married, the father of 3 grown children, and grandfather of 13 children. He is also an illustrator and commercial graphic artist. |

| Ralph Rubio |
| Mayor, City of Seaside |
| Ralph Rubio joined the board in January 2009. A lifelong resident of Seaside, and a Seaside High School graduate, he attended the University of California, Berkeley. Prior to being elected Mayor, Ralph served on the Seaside City Council and as 2nd Vice-Chair of the Fort Ord Reuse Authority; Vice-Chair of the Local Agency Formation Commission; President of the Association of Monterey Bay Area Governments; and Chair of the Transportation Agency of Monterey County. Ralph also has served as the Carpenter's Union Senior Field Representative for Santa Cruz and Monterey Counties and with numerous volunteer organizations. |

| Director, Marina Coast Water District |
| Kenneth Nishi rejoined the MRWPCA Board in 2006. (He previously served during the 1996-97 term.) Mr. Nishi, a retired Marina business owner, has served on the Marina Coast Water District Board since the early negotiations that resulted in MCWD joining the Regional Treatment System. |

| Chris Orman |
| Moss Landing County Sanitation District |
Chris Orman joined the Board of Directors in August 2008. He grew up in Southern California but moved to Washington State where he worked for 23 years as a paramedic and a firefighter, rising through the ranks to the position of Fire Chief of the East Valley Fire Department, Yakima, Washington.
Since moving to Moss Landing three years ago, Chris has joined the Moss Landing Sanitation District Advisory Committee and helps with the Castroville Artichoke Festival. He is the Fire Chief of the North County Fire District; the current president of the Monterey County Fire Chiefıs Association; and is active in the Castroville Rotary.
Chris has a substantial history of public service. In Washington, he served as vice-chair of the Clark County Planning Commission during its implementation of the Growth Management Act. He was a member of the City of Vancouver Building and Fire Codes Board of Appeals and sat as a director of a public water board. He also orchestrated the annual Salvation Army Food and Toy Drive. |
