The sewer capacity charge is a charge assessed for all new or increased connections to cover a portion of the capital costs related to wastewater transmission, treatment, and disposal. This charge helps to cover costs related to providing and maintaining excess capacity currently available within the Regional System
The charge will be calculated based on the businesses actual or estimated flow and BOD and suspended solid strengths. The rate formula in effect at the time of payment is used to convert the total cost of treatment for the businesses effluent to equivalent residential units (ERU's). Please refer to the attached sample calculation. The charge is assessed to the property owner and is due and payable at the time of application for the sewer capacity charge.
Owner/applicants must obtain a sewer capacity charge permit before receiving a building permit. Commercial users must call for an appointment. Customer Service Department office hours are 7:30 a.m. to 5:00 p.m., Monday through Friday at 5 Harris Court, Building D, Monterey, CA 93940

Users receiving CREDIT for existing facilities are required to furnish the Agency with a copy of the demolition permit or other confirmation from the city for the purpose of determining credit amount. CREDIT for demolition will be given using the fee in effect at time of payment. Only buildings demolished after July 1, 1977, will receive the credit.

Any sewer capacity charge permit obtained will expire 12 months after the date of issuance or on expiration of the building permit for that project, whichever occurs first. If a sewer capacity charge permit expires, the permit charge, less a $50.00 handling charge, will be refunded to the party who paid the fee.
In order to obtain a sewer capacity charge permit, all user fees and capacity charges must be paid current on all parcels owned by the owner/applicant.
Monterey Regional Water Pollution Control Agency will monitor the category type of the business's annually, and a MRWPCA Field Inspector will inspect the site after the project is completed. Additional chargers on application and a permit will be required if categories change on the original application.
