Industrial Sewer Connection Fees
The sewer connection fee is a fee assessed for all new or increased connections to cover a portion of the capital costs related to wastewater transmission, treatment, and disposal. This fee helps to cover costs related to providing and maintaining excess capacity currently available within the regional system.
The fee will be calculated based on the industry's actual or estimated flow and BOD and suspended solid strengths. The rate formula in effect at the time of payment is used to convert the total cost of treatment for the industry's effluent to equivalent residential units (ERU's). Please refer to the attached sample calculation. The fee is assessed -to the property owner and is due and payable at the time of application for the sewer connection.
Owner/applicants must obtain a sewer connection permit before receiving a building permit. Industrial users must call for an appointment. Customer Service Department office hours are 7:30 a.m. to 5:30 p.m., Monday through Friday at 5 Harris Court, Building D, Monterey, CA 93940. Please bring the following with you:
- Copies of water bills or submeter readings for the preceding one-year period or a reliable estimate of water usage for the industry, and measured or reliable estimates of BOD and suspended solid strengths of the effluent. Acceptance of the reliability of the estimates will be at the discretion of the Monterey Regional Water Pollution Control Customer Service staff.
- A copy of the final building plans required for issuance of your building permit.
- Check, cash or money order.
Applicants are also required to confer with MRWPCA's Source Control Department to determine whether an industrial wastewater discharge permit will be required. Please contact them at 408-883-1118, preferable prior to application for the sewer connection permit.
Any sewer connection permit obtained will expire 12 months after the date of issuance or on expiration of the building permit for that project, whichever occurs first. If a sewer connection permit expires, the permit fee, less a $50.00 handling charge, will be refunded to the party who paid the fee.
In order to obtain a sewer connection permit, all user fees and connection fees must be paid current on all parcels owned by the owner/applicant.
The first date of production at the facility will be the date used for the first billing of the Agency's regular bimonthly user fee.
Monterey Regional Water Pollution Control Agency will monitor the flow and strengths of the industry's effluent annually*. If after the first year of operation, reduced flow and/or strengths combine to produce a connection' fee at least 10% lower than the original fee collected, MRWPCA will refund the difference to the party who paid the original fee. Should increased flow and/or strengths combine to result in a connection fee at least 10% higher than the original fee collected, the industry will be required to pay additional connection fees for a permit for the increased capacity. Connection fees may be increased in this manner on an annual basis at any time during the industry's operation.
