The sewer capacity charge is a fee assessed for all new or increased connections to cover a portion of the capital costs related to wastewater transmission, treatment, and disposal. This charge helps to cover costs related to providing and maintaining excess capacity currently available within the Regional System. The fee will be calculated based on the sewer capacity charge schedule in effect at the time of payment. The charge is assessed to the property owner and is due and payable at the time of application for the sewer capacity charge.
Applicants must obtain a sewer capacity charge permit before receiving a building permit. The application form must be signed off by the responsible agent from your jurisdiction. Fees can be paid either in person (5 Harris Court, Building D, Monterey) or by mail with check or money order (P.O. Box 2109, Monterey, CA 93942-2109). Our office hours are Monday, 7:30am- 5:00pm, and Tuesday through Friday 7:30am - 5:30pm.
Any sewer capacity charge permit obtained will expire 12 months after the date of issuance or upon expiration of the building permit for that project, whichever occurs first. If a sewer capacity charge permit expires, the permit charge, less a $50.00 handling charge, will be refunded to the party who paid the charge.
Credit for demolition will be given using the charge in effect at the time of payment. Only buildings demolished after July 1, 1977, will receive the credit. Users receiving credit for existing facilities are required to furnish the Agency with a copy of the demolition permit or other confirmation from the city.
All user fees and charges must be paid current on all parcels owned by the owner/applicant in order to obtain a sewer capacity charge permit.
The date the project receives a final completion notice (unless occupancy occurs prior to that date) will be the date used for the first billing of the Agency's regular bimonthly user capacity charge
